Maryland licenses this work through two boards at the Maryland Department of the Environment (MDE): the State Board of Well Drillers, and the State Board of On-Site Wastewater Professionals, which licenses the people who work in the septic field.

Permits
A well construction permit comes from the county: the licensed driller applies to the local approving authority. County health departments and local approving authorities also carry out the septic programs MDE delegates to them.

What the license classes mean
Registered On-Site Wastewater (Septic) Professional
Registered with the Board to provide septic services: design, installation, operation and maintenance, pumping, repair, or inspection when a property changes hands. The Board's roster also records certifications for sand mounds, at-grade systems, and installing or maintaining best available technology (BAT) units; our listings don't show which services or certifications a professional holds.

Master well driller
Drills wells without restriction in the category on the license. General covers every category; water supply covers wells for a water supply; geotechnical covers wells for sampling, measuring or test pumping for scientific, engineering or regulatory purposes.

Journeyman well driller
Drills wells in the category on the license, under the general supervision of a master well driller.

Apprentice well driller
Works under the direction and control of a principal licensee, to train in well drilling.

Pump installer
Limited to selecting, installing and repairing pumps and related equipment, and testing well yield. The Board also licenses apprentice pump installers.

Limited to selecting, installing and repairing water conditioning (treatment) equipment. The Board also licenses apprentice water conditioner installers.

Limited to locating and excavating wells, installing casing, grout, screens and pumps, and developing and testing wells.
